Requires read and assessments:create, a configured Jev evaluator and bounded evaluation admission. Ranks supplied scenarios against your five ordered anchors per criterion; candidates are returned unchanged. It does not generate scenarios, execute targets or prove coverage. Provider scores are fractional 0–4 values, not probabilities; an unassessable criterion keeps its candidate unranked. Preserve the exact operation key after uncertainty; never redispatch as new intent to recover a response.
